i see alot of people doing it at swap meets! the older cars only had one vin tag so they pull it off a rotted out car and sell them to someone that has a car with no paper work..... but they dont really advertise it cause it not really legal

Most of your swap meets sell them as "memorabilia" not as actual titles. I've heard of guys buying them and trying to use them as real. When the state rejects them as fake, they have no recourse because they were sold as memorabilia.
