Stainless is not stronger, but it's tougher. 4130 chromoly is more brittle, the stainless rockers are 17-4 stainless and will not break as easly as 4130. Ofcourse that does not apply to the rollers or the trunion bearings, they are both heat treated to about 40/45 RC.
Again if i wanted to buy rockers i would look to ebay, you may have to wait a while but they will come available.
Here's a good example, 2 weeks ago i bought a set of PSI valve springs dyno time only, for $56.00 plus shipping and handling total $76.00, they checked out perfect on a spring tester.
